and even if you don't want to release a retail game you can instead release a uber cheap wiiware game. just look at world of goo. it really only needed about 1k sales to turn a profit (assuming they got 10 bucks from every 15 buck game sale.) their development budget was just under 100k ($96,000 bucks i think).
