The way it's run yeah. There is no benefit to living a healthy life. It's a major problem with US healthcare too but that's managed by offering either rewards or penalties to people for how they live their livse. Such a thing would be unthinkable in the UK.

The UK works around this with a tightly knit community programme, something I imagine you don't get with commercial hospitals. They have obligations to be active within the community set by the government, kind of like the BBC have obligations to satisfy certain audiences. They offer free sex ed and other medical education services for young people and schools, free mother and baby clinics and so on and so forth. It's a good system.
