Its a matter of the generation we are in. Like vizunary said, storage space needs to be increased every few years otherwise it wont be enough. Yes we are moving towards download only games we just arent there yet and there is always a comfort area with hard media storage.
Currently we can buy a 1 terabyte HDD for $399. Thats one hell of a deal right? Well in two years there will be a 2TB drive. Storage will increase as file size improves. Of course programs like photoshop and office wont exceed the need for a DVD anytime soon but if you notice games have switched from 6 disc installers to 1 DVD soon we will start needing 2 DVDs and then 3 DVD to install games from a hard disc medium. Blu-ray and to a lessor extent HD-DVD have plenty of space to hold insane amounts of data; An 8 layer Blu-ray disc is 200GB of storage, with that much space theres plenty of room for game data to expand.
In the 5th generation of games, CD quickly showed that it wasnt enough space to hold massive games. In the 6th generation, single layered DVDs took a few years to run out of space but R* needed more space so we got the first game on DVD-DL which was GTA:SA. Now we are in the 7th generation where HD media is starting take a foot hold and its taking more then one DVD-DL to fit the games. Sony with Blu-ray will even run into the problem of storage space in the next few years but its very much possible that the drive in the PS3 can read Triple-Layer Blu-ray discs so that they will have 75GB of space.
