If the target gamers have stayed with the PS2 or upgraded to the Wii, it would seem to me the smart play would be to develop for those consoles -- at least in the short run.
The article-described stunted growth of the PS3 in Japan, with its much lower than Xbox 360 numbers in the rest of the world, means that moving from one HD console to the other would not be a panacea.
