I think they may have been making progress that nobody knew of. Either that or they are trying to lure in some more developers.

It's probably a little of both Euphoria14. A very smart move on Sony's part as the cost of development and the quality of the development tools were two of the biggest complaints developers have with the system. Not only could this improve the quality of multiplatform games on the PS3, it will make securing exclusvity a more difficult task for MS.
