In my opinion, yes.  Looking back now.. this is the first time IGN gave a 'third game' a higher score than the initial 2.

For example, they gave Red and Blue a 10; then gave Yellow a 10.  Then they gave Gold and Silver a 10; then gave Crystal a 9.  Finally, they gave Ruby and Sapphire a 9.5 and gave Emerald an 8.
