It's responding to NPD data, so most likely they are just talking about the NA territory.

Really? You think FFXIII will sell more on the ps3 in America? That doesn't seem very likely... with the 360 being the RPG console this gen and twice the user base, but whatever. You are entitled to your own opinion:)
