Its not a bad idea by SONY to find revenue from PSN without charging the user base and it only applies to free content since SONY already took a cut from paid content.
Anyway if developers don't like it their is only 2 alternatives their going to need to argue why SONY should pay or why PSN users should pay for PSN's bandwidth...
