Evergreen titles appeal to a wide variety of people for a long long time. The one thing that most (not all) seem to have in common is the ability to appeal to all people, not just the core, harcore, or casuals. Everyone can play, but the most dedicated players still like to master them. They will sell over the life of the system, sometimes moving to a budget price as a "greatest hits" type game. New Super Mario Brothers is another good example of an evergreen title that appeals to players of all ages and skill levels, as most 2D sidescrolling Mario games remain popular for years. SM 1, 2 & 3 and World still sell massive amounts on the VC. Tetris has been evergreen in various versions for over 20 years. The core gameplay remains the same though.
Games aimed at only core gamers usually only sell a finite amount and then fade away. There are a few exceptions (Halo for one, but one can argue that it is for casuals and core as well. The PS2 Gran Turismo games were evergreen).
If it can appeal to the Blue Ocean, or expanded market and still be enjoyed by core gamers, it has a chance of becoming evergreen.
