I thought Bioshock was a pretty depressing game, seeing as as everything in Rapture, from the people to the city itself, went to hell. Andrew Ryan in particular was a tragic character, seeing that he went from a man with a dream to a power-hungry tyrant trying to take control of a dying city.

There's a lot more aspects in the game that are of a depressing nature (creation of the Little Sisters, Jack's little predicament, Sander Cohen and Steinman's fall to insanity, etc.), it's just a good thing that the story ends on a happy note.
