As a game developer, yes, I can vouch that Nintendo allows developers to produce any content on their systems, as long as it fits within the limits of the M rating. If a game goes AO (Adult Only) then they will not allow it, but all home consoles take that stand (This was the issue with Manhunt 2)
In regards to your point that most popular games are "E rated" games, you are correct. With games like Wii Sports, Wii Fit, Mario Kart, these are among the top sellers. Yet, take into consideration that M rated games do not fail to sell on the Wii, several have broken the 1 million units sold mark. Just to make a point further here, the PlayStation 2 (PS2) had a much larger library of "E rated" games at the same amount of years into its life as the Wii. The PS2 catered to many audiences, and the Wii does as well. The only difference is that the HD consoles (XB360 and PS3) don't cater to the "E audience" as well as the Wii does. So yes, you ARE right, that the Wii caters to families. Yet, that doesn't mean that there arent gamers who will play M rated games on the Wii.
Think of it this way - picture a family, father, mother, kids. There might be LOTS of Disney movies on the shelf, but the father might also have some R rated action movies, and the mother might be a horror movie fan, and has a collection of those , which she keeps away from her kids until they are older. Those action and horror movies still find their place in the house, despite a larger assortment of G rated movies.
Regarding the validity of "Rails Shooters" and if they are a dying genre - they were starting to fade with the death of the actual arcades. They have found a valid use on the Wii due to compatible input controls. I can say that an overkill of these kind of games (no pun intended), can be bad, as can any one genre flooding the market. Yet, I've played a few on the Wii, and they are quite fun. If I might reccommend a title for you to try at a friend's house (or wherever a Wii is accessible) is Resident Evil: Umbrella Chronicles. Pair that up with the Nyko Perfect Shot gun accessory, and I think you'll be pleasantly surprised.
