The PSP's boost started when the PSP-2000 (PSP Slim) was released, with Crisis Core helping it along (and funnily enough, Dissidia ended up outselling Crisis Core).  Monster Hunter Portable G 2 (and various other games) just kept it going.

It was the PSP Slim more than anything else that gave the PSP this boost, much like the DS Lite is what sparked the DS's crazy sales in Japan.  The PSP's sales were averaging ~50k a week between the release of the Slim (Sept. '07) and MHPG2 (March '08), which is actually more than they've been average these past few weeks ( 35-40k, aside from last week when it got a boost from... new colors!  not a game!).

Also, Monster Hunter only became popular because of the ad-hoc, on the go multiplayer.  The console versions never enjoyed this, and thus never enjoyed sales anywhere close to the handheld versions.  It is unlikely that Monster Hunter 3 will be able to replicate the success of the (current and future) PSP verions.

IMO, arguing Monster Hunter on a console is like arguing Pokemon on a console. They are quintessential handheld games, and do not translate well to consoles at all. Same reason we don't see a ton of grand, awesome, FPS games on handhelds....They just don't translate well.
