no, they should make two steps. First add a HDD to the Arcade, then drop the price by 20USD. You will have two spikes instead of one.
I predicted 40 million untill 2010. I am very confident right now. I can't wait to see if RE5 had some effects on hardware sales outside of Japan, by the way.
Imagine not having GamePass on your console...
