The exclusive episodic content for GTAIV might be enough to convince people waiting for that game and that haven't already bought a 360 or PS3 to choose the 360. Also is God of War 3 even coming out in 2008? I thought they only began development on it sometime this year? And Final Fantasy 13 is rumored to be coming out in 2009.
The problem with Sony's big games coming out late (some in 2009) is that most people who buy either a PS3 or 360 will likely not buy the other because their libraries overlap (at least for the people I know or from the majority of posts I've read on various boards) so it's a race to get the hardcore gamers first. Also if the PS3 is unable to get a large installed base quickly it's not hard to imagine third parties getting cold feet with very expensive exclusive games they have in development for the system and they might look at making them multiplatform.
The fact that Sony is relying very heavily on Square Enix should also be a little worrisome considering the remarks that have been coming out of them lately about the PS3 (and yes I've read the rumor thread where the vast majority of their console games are rumored to be going to the PS3 but I suspect Square will start making some of them multiplatform, if they don't make the announcement at TGS you can bet if the PS3 gets hammered for the next 6 months in sales they'll make one).
