Ratchet and Clank is borderline, I guess it could be counted as a big franchise, yes.
Anyway, the reason ICO deserves to be counted as a big franchise is because I believe their next game will sell nearly 2 million. And I would argue that ICO is a way more important franchise despite smalller sales than Motorstorm and other games because of how unique it is, it's got better reviews and it's a niche genre that makes the Sony library wider and more interesting.
