So he wanted to obtain power to reform the world. Even if it meant he would have to suffer being branded as a criminal he would suffer such burdens glady as long as he could change the world for the better. But yeah overall ToV's villains did not get enough development but they still beat most villains i've ran into lately in jrpgs.

You're correct. Those were his goals at the time, but the Alexei that was acting crazy isn't the same Alexei that fought in The Great War 10 years ago to -- the Alexei that fought to protect the lives of humans. If you recall his dialog at Zaude, he thought that he should be ruler. I think that had gained so much power his views became as twisted as they were. Like Estelle said, a man of his stature could have found another way. It's just that he wanted to rule all, lol. The ideal Flynn-like justice he believed in became the twisted Alexei justice we seen at Zaude.
