Unless they banned his IP address which they might of, I'm not sure if when you get a permaban if your IP address is blocked or not, but I know it has been done to some people, I'm just not sure if all permabans get IP blocked.

IP block doesn't work all the time, I asked for a ban and IP block during the exams, all I had to do is to turn my router off then turn it on again abra kadapra that caused the IP to change and then I was surfing the site again.

but that doesn't apply for everyone , some IPs never change , it all comes to the company u pay for I think.
