Actually, production for bigger hard drives is chepaer than smaller ones.   A 64 GB HDD would be cheaper to manufacture than a 20 GB HDD.

The smallest HDD you can buy on Newegg right now is 80 GB and it retails for $33.00.  For just $6 more you can get a 160 GB HDD and for $10 more you can get a 320 GB HDD.

 

This is why Sony is adding larger HDD's to the PS3 because they are actually cheaper than the smaller ones they currently use.
