Will GTA IV outsell previous GTA's?

it's still has a very very small shot I would say of outselling VC (but I don't think it can)

but it will not even dream to reach SA numbers even if you take the PS2 only and forget about Xbox and PC you are still looking at 17mil+ !!!!!!
