We don't encourage it. Economics does. Capcom lost a lot of money in the middle of the 6th gen for spending too much on games. They were not about to blow a bunch of money here, although they did delay the game over three months, so they weren't being as cheap as many of you think.

Could this game look better? Yes, but to get it looking its best would take well over another year, and throwing out at least one build, hence raising the budget to a ridiculous amount for a game already made (even if the gameplay and missions are redone).

Taking the budgets they spend on HD games into account your argument really makes no sense. Capcom is still spending a lot of money on game development, just not on Wii games. And yes, you are encouraging it by buying these type of games. If developers know they will only get good sales when giving it a serious effort they're only left with 2 options: don't develop a game or do it well. And I rather get less games if that also means they're quality efforts, unlike most games out there right now.
