I have an issue with this point.  The problem is that I agree with the bolded part:  everyone DOES have a PC already.  So why are you saying they'll buy one?  They've already got one.  Sure, I suppose eventually it'll die on them, but I personally know a family that used the same computer from 1998 to 2008 and only replaced it because they gave it (still working fine) to a family member who was moving out.  Not exactly a suitable upgrade cycle for PC gaming at any level (with the possible exception of browser-based games?).  This family also has consoles from every gen back to NES. 
My point isn't that anyone and everyone should be into PC gaming like your example family, but that they could be if they had the interest and knowledge.  So someone who is unwilling to upgrade their computer on a regular basis is probably not considering PC gaming. 

More to the point anyone who would wish to be in PC gaming is going to already have a PC and like a console gamer is not going to mind regular hardware replacements/upgrades.  Actually it is probably the opposite, they will likely look forward to those upgrades.

I guess I took your earlier point as attempting to be more universally applicable than you meant it.  I stand corrected.  If you are assuming that the people you are talking about would be likely to update their computer every few years anyway, it is indeed likely that it would be as easy as you say to "upsell" to gaming-level hardware.
