nope. The 360 does have an awesome gaming library (especially in shooters. Halo 3 + Gears 1 and 2 is pretty incredible on their own) but it's not even close to the PS2. (except in shooters) I personally don't think that any console will ever surpass the awesomeness that is the PS2's gaming library because no console will ever be able to achieve a 3-1 advantage over the combined total of it's competitors. (for this to happen in the current generation, the Wii would have to sell an absolute minimum of 180 million units, probably much more; and that is not going to happen)
Also, the PS2 generation is likely to be the last gen where a significant fraction of the development community was willing to take a big risk with a new idea for a game. And this fact alone is enough to ensure that no console will ever beat the PS2.
