How do you know IU lost money ? The game itself is essentially just a cheap tech demo for the IU graphics engine. The engine development was no doubt expensive, but the cost will be split across several games including SO4. Apart from the graphics engine costs, Radiata Stories was probably more expensive than IU. It's a bigger game with much more content.
Anyway I don't really see your point. Lots of games lose money, and that was true for the previous generation as well. Do you think Radiata Stories and Romancing SaGa made money ?
My point was that it's unreasonable to expect IU and TLR to sell better (or score better) than the previous (PS2) games from the same development teams. Rational people don't suddenly expect an AAA game from a second rate development team.

Nothing is ever certain but it's highly likely that IU lost money. A brand new ip that had three years in the oven and a brand new engine specfically designed for it. The HD graphics, etc are extrememly expensive to produce. And I'd say the first disk of IU cost more than Radiata Stories. I'm going to have to call you crazzy if you think that Radiata cost more than IU.
Both are relatively cheap games for their consoles, but 470k isn't near enough to break even.
And I do think Romancing saga made money. It wasn't a very expensive game and it used sprites.

How did IU have 3 years in the oven? It was announced 2 years before it came out. Also, the engine was NOT developed specifically for IU. It was an engine designed for more than one game, which is why Star Ocean 4 employs the same exact engine, thus saving signficantly on costs.
