So one version of the chip can run up to 1.1GHz, that doesn't say anything about what speed the version in the Wii is running at. It can be downclocked for heat reasons etc.

Exactly. An actual console example would be the PSP. Up until the recent firmware update it only ran at 222mhz, yet the chip could do 333mhz.

It could also be the case with the Wii and a future firmware update could boost the speed (unlikely, but it could happen).
