Valkyria Chronicles had a significantly smaller budget than SO, no doubt. It has no fancy cut scenes and the graphics really don't push the PS3 at all (although the art direction is fantastic). It also sold fairly well for an SRPG.

Remember SO has been in developement since before PS3 dev kits were available, or at least that is there excuse for why it isn't on the PS3. So SO has been in developement for longer than 3 years.

 

Ye I would think that those two games have a smaller budget then Star Ocean. Probably somewhere around 15M compared to Star Ocean's what 20-30M? I mean thats Tri-Ace's flagship RPG
