No, it's only on the 360.

It doesn't matter which pad is "better" because if you're even remotely attempting to be good in Street Fighter (not even pro status), you're going to get destroyed by someone with an arcade stick/pad. The movesets in this game is insane, a stick is almost nessesary for both systems.
