Nope ,maybe it can do so if someone make a homebrew for it.(But don't expect good quality video ,i think it possible to handle only 10 fps or lower.)
The best for DSi is screen size ,not much but I really feel the different between DSL and DSi.(I don't know much about sound so i only can say that it a bit lounder and clearer than DSL.)
