Judging by the games Happysquirrel mentioned, I don't think minor tweaks were his idea of innovation. Online is pretty much expected with games of those genres. Street fighter Iv added online, a revenge bar and a focus attack to the same old formula...is it innovative too?

 

The changes to Mario Kart are certainly not minor tweaks; motion control and an entirely new methodology of racing (the bikes) have been added.  Like I said, Brawl, I think, has been less innovative, and has substanitally less sales than MK or Wii Fit (which, as the Wii series has shown, has ridiculously high sales while being extremely innovative) and others (also, there certainly are going to be at least a few high selling games that do not innovate much).
