There's a thread with the info, but 30 frames is a noticable drop from 60, and below 30 you can see it chug for a second. Companies do studies to see dips in frames, like Call of Duty 4 held 60 frames for the whole game for all versions of the game, while Killzone holds 30 and can dip to 20 and when you're already running 30 dipping lower can be quite noticable.
