I personally can't wait for the day, though a few things will need to happen first:

- The entirety of the EU would need to adopt the Euro.

- Every European country would need to adopt the same political system. It would be a tangle if we have a mixture of Presidential and Parliamentary Governments.

- A lot of the Eastern Bloc would need to develop a whole load more. Which will happen with time. If we form an "USE" before that, it could put a lot of strain on other nations trying to bring it up to "code", as it were.

Also, on a social level, people would need to become more accepting of cross-Europe immigration, etc. For an elected Government to work we would also need to do something about nationalism within the EU (elsewise Parliament representation would just parallel population sizes of different nations. People being voted in because of their nationality rather than their policies).

I also think it would be a gradual process. It's already been happening since the day the EC was created.
