Yeah, I am more a builder too myself, sadly for most 4X game at higher difficulty level you need to be agressive or you are simply run over by the AI due to their big bonus. One of the reason why I always play Emperor or lower in Civ, after that it's pretty much impossible to win being a builder.
Still, I like to have the threat and having to juggle with the AI in diplomacy. You don't need to fight but if there is no fighting at all it remove some important part of the game I think.
