maybe both are true, if the 359k was the first shipment SEGA sold - if you calculate back the whole shipment from the sellthrough/first day numbers you end up at roughly that number

you don't take into account, that both the sales number and the sellthrough are without a doubt rounded numbers

Usually, the japanese are very precise in these things =P
