I would just go with what mistershine says. The yellow card will give them a time out to calm down, but if it is worth of a red, or a second yellow, they just have to go.
I have also seen that in the Vatican they are checking out a blue card, which does the same thing
I don't think that is the answer, 2 referees would be far more useful
