That is because almost everything about FFVII is an almost direct copy of FFVI.

Kefka = Genetically created Bad-ass

Sephiroth = Genetically created Pansy.

 

Terra = Has amnesia but is a bad-ass who can morph into an Esper.

Cloud = Has amnesia but is a pansy.

 

Right there proves FFVI > FFVII
