The way I see it, the boss level of a Mario game is the real challenge. It's like a gauntlet, with tons of tricks and traps that are not only fun to master, but fun to see in action. The Bowser battle isn't a challenge, but a reward for surviving the gauntlet. The Bowser battles are more like a celebratory dance. You and Bowser go through the motions, show off some moves, and then you get to see the finale. It's been this way ever since 8-4 in SMB. The level has a pipe maze, a hammer brother, an underwater section with firebars, and then... you just have to run under him or jump over him once. But it's still fun and epic and hilarious.
