Yes it is true. According to the included article, the average game uses 4 light sources. The Killzone engine uses deferred rendering that enables GG to use hundreds of unique light sources. The lighting and the cinematic feel of the game are 2 things that should really stand out when you play it.
Yes, GeoW2 is a very good game. It is just a flawed idea that you can compare a TPS to a FPS, or cherry-pick screens from a retail release and compare them to a demo.
