I doubt it has anything to do with technical limitations, it's just preference. Gameplay wise, it usually makes more sense to go horizontal since most games have stuff coming at your from left and right, but not so much from above or below. Earth Defense Force however does has vertical splitscreen, probably because it DOES have airborne enemies, as well as land based ones.
But I personally think horizontal splitscreen on a widescreen just looks odd, so I like vertical. Red Steel actually let you choose vertical or horizontal.
