Maybe because they're trying to do more business in the Western world, since Japan makes up only 6% of worldwide software sales.
And perhaps it's also because Microsoft doesn't make their system harder to program for just so developers can have fun over the next eight years trying to figure out how to tap its awesome potentials~!
Of course, I don't doubt for a second that Microsoft has been spreading lots of its money around to get a foothold in Japan. So that probably helps, too!
