Last generation, every game could be made foa any of the systems or go multiplatform easily compared to this generation. So in order to secure exclusivity, money can be thrown to a developer or publisher to secure the rights of exclusivitu or to not release it on one particular platform.
Just a theory, since we're not into teh business we cannot say it's true or false
