That is what's going on. Just the art direction would be redone so that the detail wouldn't be so obviously reduced.
being an original game does not change the specs. They don't become less just because it's a port. It just becomes more noticeable, which is basically blaming this game for making it clear what everyone already knew.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
