cause you pay your taxes thoughout the whole year. If you pay to much, then you get a refund. Also, every once in a while, the government decides to temporarily lower the tax rate, which means even if you payed the perfect amount the previous year, you'll get whatever they decided to give back to you.

 

 So there could be some people who have paid less than they should have and so have to cough up more to the government?  Oh no.  Poor them.
