Well, mai, PSP figures for 'Others' are rather incomplete, for example we know there are more that 8 million PSP games sold in France alone. Also, off the top of my head, Dengeki (ASCII) software numbers are much higher than VGC ones.
Hopefully, one day we'll get complete figures.
