More likely 2010/2011 for FFXIII.
2010 = Japan
2011 = Europe/NA 9 to 12 months after Japanese launch of the game.
European launch is not going to happen in 2009 because the game is no where near being released. A release date has not even been announced for Japan yet. It would take 9 to 12 months for the game to be translated into English and the other languages.
It has nothing to do with losing money on exchange rates in 2009. Exchange rates can change rapidly.
