No, the currency exchange has nothing to do with this. It's the fact that SE has no idea how to make a reasonably sized/costed project and spends years on a single game with the added bonus that they don't work with localization teams until the game is pretty much done instead of getting the script translated asap.
Also, I find it stupendously funny to see people suggesting that the delay for the western version is due to the 360 when SE has never had a simulataneous release of their new, big games in all regions. FF12 had a 7 mo gap, 9 and 10 both had 5 months. That's pretty common, and the US getting it ~6 mo later than Japan is exactly what we would have expected if it was still an exclusive. I can't imagine anyone being so clueless as to believe that the 360 version is causing delays on the US release, but there seem to be plenty of those people nonetheless.
