It takes along with other things the GDP per Capita and the PPP (Purchasing Power Parities) to measure a country's standard of living. Japan is at 8, UK is at 21. Meaning the average Japanese worker earn more and has more purchasing power than the average UK worker.

There are too many aspects to define "rich" or "wealth". Resources / PPP / Debt of the state / economic growth etc. To list China is strange. I mean there are like 300 million chinese people trying to get something to eat every day. They have no electricity at all. It just doesn't fit to call them "rich" IMO.
