While I agree that it'll never reach 28 million... it's not far off from 10 million now, and the DSi isn't out yet. 15 million is looking a lot more likely, tbh.
Next generation will have the handhelds much closer, and the home consoles will be plain outsold. Factor in higher prices and software sales, and you've got the recipe for an overtaking.
Handhelds will never be a take over, though, due to population numbers.
