For Capcom, it seems that they're fixated on the idea that Western development will save them (possibly it might, i don't know) so they're putting their efforts where the core gamer western audience largely is. Monster Hunter 3 is the exception because Monster Hunter heavily favors the Japanese, Tatsunoko vs Capcom is the other exception because there still is very little chance of the game ever getting out of Japan in the first place.

 

I dunno, i've been opposed to this whole idea of Japanese developers "trying" to appeal to Westerners. It worked for Metal Gear Solid 4, certainly, but MGS4 was the ideal game to Westernize. It seems like whenever they "try" they just end up mangling a classic.
