LOL, you don't know what a square mile is, do you?
To get the square mileage, you multiply the length and width. Oblivion (and Fallout 3) are as you said, 16 square miles meaning their boarders are approximately 4 miles wide by 4 miles long. Or 2 miles wide by 8 miles long.
Or 7.5 miles long by 2 miles wide which gets you 15 square miles.
