Fire Emblem (7) Blazing Sword for the GBA has the most interesting lord (main) characters and the first 10 chapters are really geared toward teaching someone how to play the game so it's great for people looking to get interested in the series.
Fire Emblem (8) Sacred Stones for the GBA has the most freedom in character development as far as class promotion and features the ability to fight random encounters which can (potentially) make the game very easy yet satisfying.
Fire Emblem (10) Radiant Dawn for the Wii features the best visuals of the Fire Emblem series. While it's much more streamlined in terms of promotion and character upgrading than the aforementioned two, it's a bit more challenging as well.
It goes without saying that all Fire Emblem games have nice stories and are great games IMO.
If your friend decides to try Fire Emblem (10) Radiant Dawn for the Wii as his first Fire Emblem game, I strongly recommend starting on the lowest difficulty level.
