Nintendo is actually the hardest company to understand. Back in the day (strongly rumored with many reports of this) Nintendo used to force stores to report whenever they sold a Nintendo product. So they new exactly how many units were sold and when. Now, it is quite possible, that Nintendo never stopped doing that. I happen to believe that it is true, since you don't need to provide a receipt to get a unit fixed under warranty.

So it is quite possible, that Nintendo actually is talking sold to consumers for the US. Take into account Canada, Mexico, and the fact that Nintendo is slightly rounding, and the numbers are spot on.

EDIT: note that if it is a financial statement, it will always be sold to retail, but if it is just Iwata speaking, then it COULD be either. As another note, Reggie has said before "I know my numbers" when refering to how accurate VGChartz is. This could imply that Nintendo still requires all sales reported to them.

 

I'm sure they all know... the only odd ones out are ma and pa store, but most of their sales are at retail places like Walmart and EB.  These stores have tracking systems and I'm sure they report data back to companies.  This also gives them some input in what's going on... they can pressure for price cuts and what not.
